I intend to conduct our case study on the implementation of Temporary Assistance for Needy Families (TANF), highlighting the differences in implementation between California and Louisiana. Federally, TANF is administered by the Office of Family Assistance (OFA). However, OFA administers TANF money to state agencies, and grants these agencies significant latitude to states on how to use these funds. In California, 71 out of 100 qualifying families receive TANF funds (administered by the California Department of Social Services), whereas in Louisiana, only 4 out of 100 qualifying families receive TANF funds (administered by Louisianas Department of Children and Family Services). The purpose of my case study will be to investigate the difference in administration between these two states, exposing in the process the successes and failures of each state. In my investigation I hope to uncover best practices (likely from California) of how best to reach needy families with TANF funds. I also hope to uncover barriers to access (most likely in Louisiana) that are keeping qualified families from the assistance they are entitled to.
